This six-week practical course examines the development and submission of Licensing Agreements for Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs) and Warehousing and Distribution Agreements (DAs) as required under the International Traffic in Arms Regulations (22 CFR 120-130) as administered by the U.S. State Department, Directorate of Defense Trade Controls (DDTC). The official “Guidelines for Preparing Agreements” and subsequent revisions published by the DDTC and the ITAR serve as the basis for this course. Students gain an understanding of the practical requirements that must be met for approval of agreements by the DDTC. Students will gain experience writing elements of agreements for submission.
